This analysis of. California .district laws,enacted
in the 1961 Regular Session and the 1962 First Extraordinary
Session of the Legislature, has been prepared for use in
connection with, and as the fourth supplement to, the 195+
"Analysis of California District Laws," prepared by Ralph N.
Kleps,•Legislative Counsel, for the Honorable.Earl W. Stanley
for the use of the Assembly Interim. Committee on Municipal and
County Government.* It, has been prepared by classifying districts
(other than school districts) into the appropriate general classes
establishedin the 1954 document and .organizing the material . for
eachclass as to differenttypes of districts. The classes and
subdivisions thereunder are identified by the major headings
indicated at the top of each chart page and subheadings in the
columns on the page. Following the chart for each major'head-
ing is an analysis in more detailed .form, of the law covered by
thatmajor heading.
Improvement acts have in general not been included,
regardless of whether or not such acts provide for districts,
inasmuch as they are subsidiary to the making of an improvement
by a city, county, or district` authorized to make the improve-
ment. But, such acts have been indicated wherever they have been
incorporated byreference in the statutory provisions for any
particular district
The appendix to the 1954+:analysis indicates the
application of the following laws which affect districts
generally:
(a) District.investigation Law of 1933.
.(b) Special Assessment'Inv.estigation, Limitation
and Majority Protest Act of 1931•
. (c) Law with respect to filing.of boundary changes
with.Assessor:and State Board of Equalization.
* The first supplement, dated May 1956, contains an -analysis
•o.f California district laws enacted at the 1955 Regular
Session and the 1956 First:Extraordinary Session.. The
second -.supplement, dated January:1:958, contains an analysis
of California ,district laws enacted at the 1957 Regular
'S'ession. The third supplement contains an•analysis of

Commission.
In the charts a "yes" in any column indicates that
there is an express statutory provision_; onthe. matter. .A
space indicates that there is no provision for the matter
signified by that column, while "No provision" indicates that
there is no specific statutory provision with respect to the
district for the entire major heading :at the top of the page.
In construing the entries under the heading "Area," the terri-
tory indicated as being involved is both inclusive and exclusive.
Protests are more fully covered under that heading
than they are in the procedure to which they relate, being
covered under the latter heading only to the extent necessary
for continuity.
The major heading "Reports" has been limited to
reports made outside the district since the purpose of. this
heading is to show places where the fact of existence and
activity of each type of district may be ascertained. In the
chart the column heading shows the type of report while entries
thereunder show with whom the report; ,is .filed.._
.In general, "inclusion" and "exclusion" have been
limited to the formation of districts while "annexation" and
"withdrawal" have been limited to changes in boundaries
subsequent to formation. However, if the act specifically uses
another term, that term has been used, with the foregoing
terminology indicated parenthetically.
"Assessments" has been used in general to indicate
both taxes :and assessments.

Public Resources Code Secs. 13000-13233
One or more of the following specified in the resolution
establishing the district or as subsequently approved by
the voters;
To supply water for domestic use, irrigation, sanitation,
industrial use, fire protection, and recreation; the
collection, treatment and disposal of sewage waste and
storm waters; protection against fire, comprehensive
planning for the physical growth of area within district;
the collection or disposal of garbage or refuse matter;
public recreation facilities; street lighting; mosquito
abatement; equipment and maintenance of a police department;
the construction and improvement of streets, bridges, culverts,
highways, gutters, curbs, and -drains,'' subject to the consent
of the State Department of Public Works or local authorities
as required, the construction and maintenance of parking
facilities,and other transportation facilities (Secs.

election, two-thirds vote (Secs. 13100-13118). Refunding
bonds by resolution, election, two-thirds vote (Secs.
13119-13121). Revenue bonds under the Revenue Bond Law
of 1941 (Secs. 13140,. 13141). Municipal Improvement Act

Any act necessary to make sufficient water available for
any present or future beneficial use of lands or inhabi-
tants within agency, including irrigation, domestic, fire
protection, municipal, commercial, industrial, recreational,
and all other beneficial uses (Secs. 10 and 13); to control
and conserve storm waters (Sec. 12); to develop hydro-
electric energy to aid in operation of its works or
financing the construction, operation, and maintenance of
its projects for the control; conservation, diversion and
transmission of water and to sell such electricity at
wholesale rates (Sec. 11).
CRESTLINE-LAKE ARROWHEAD WATER AGENCY

Acquire, control, treat, distribute, store any water,
including sewerage and storm waters for any beneficial
use; construct, maintain and operate recreational
facilities, appurtenant to any reservoir; to supplywater
to publicly owned golf courses, schools, and recreational
facilities; to restrict use of water during shortages and
emergencies and prevent wastage; construct, operate, and
maintain works to develop hydroelectric power to aid in
financing its projects and to sell such at wholesale (Sec. 11).

construct, maintain, and operate recreational facilities
appurtenant to any water reservoir; restrict use of water

for use in operation of its works, to aid in financing its

KERN COUNTY WATER AGENCY

Organi.ze, promote,. conduct,. and advertise programs of
community recreation; establish systems of recreation and
recreation centers, including parks; and acquire, construct,
improve, maintain and operate recreation centers within or
without territorial limits of the district (Sec. 32).
SAN GORGONIO :PASS WATER AGENCY

Acquire, control, treat, distribute, store any water,
