AIR POLLUTION. Adds. Div. 26 (commencing with Sec. 40000), and repeals
Ch. 2 (commencing with Sec. 24198), Ch. 2.5 (commencing with .Sec. 24345),
and Ch. 3 (commencing with Sec. 24378), Div. 20,H. & S.C. Creates.
within the State Department of Public Health, and prescribes the member-
ship, powers, and duties of a State Air Quality Board Requires board, after January
1, 1969, to administer pr.ovisions;:relating to air quality standards,` to function as an
air pollution control agency for purpose ofcooperating with the federal government,
to administer any statewide program of financial assistance for air pollution control,
or any statewideprogram,. of research in the technical phases of air pollution control
which may be delegatedto it, and to adopt appropriate air pollution regulation for a
region if a regional board fails to do so. Transfers the regulation of motor vehicle
pollution control to the board after January 1, 1969. Provides for divisionof state
into regions constituting airsheds, requires the establishment of a regional air
quality board for each such region, and:vests in such board power to adopt rules or
regulations to regulate air pollution. Provides for dissolution and winding up of
affairs of existing air pollution control districts and the Motor Vehicle Pollution
Control Board after January 1, 1969:'

1484 TRAFFIC VIOLATIONS. Amends Secs. 1804, 40500, and adds Sec. 1818, Veh.C.
Briggs Requires that promise to appear, court abstract of conviction, and
(Jud.) records, or information concerning records, of such abstracts, contain
information with respect to the commercial or noncommercial nature of
the vehicle involved in the offense.
1487 PUBLIC BUILDINGS. Adds Ch. 6 (commencing with Sec. 4450) to Div. 5,
Dunlap Title 1, Gov.C. Establishes requirement in buildings or facilities
(N.R., P., constructed in whole or in part, or used by, the state or a political
& P.W. ) subdivision thereof for facilities to allow maximum use of the building
or facilities by persons in wheelchairs. The act applies to buildings
or facilities under construction at the effective date of the chapter, provided the
additional cost or time delay is not unreasonable as determined by the authority in
charge of constrnct_cn. Requires the State Building Standards Commission to make
regulations .concerning the width, length, grade, texture, number and location of ramps
and whatever other regulations are necessary and proper to --achieve the purpose of the
act.
1490 TRANSIT SYSTEMS: COLLECTIVE BARGAINING=: Adds Ch. 5 (commencing with
Foran Sec. 2000), Pt. 7, Div. 2, Lab.C. Defines "metropolitan local transit
(Trans. & C.) system" as a local transit system operated by the state, any county,
political subdivision, incorporated city, town, public authority, or any
other municipal corporation, which has more than half of its operations within a city
and county with a population of more than 500,000. Provides that employees of a
metropolitan local transit system shall have the right to self -organization, to form,
join, or assist Jacor organizations, to bargain collectinelf through representatives of
their own choosing, and to engage in other concerted act= ities for the purpose of
collective bargaining or other mutual aid or protection. Requirea e metropolitan
local transit synt:-nd to enter into a written contract with a labor organization govern-
ing wages, salaries, hours and working conditions when a majority of the employees in
an appropriate unit indicate a desire to be represented by such organization. Author
izes arbitration of disputes over wages, salaries, hours or working conditions by an
arbitration board and provides method of selecting members of the board. Provides for
determination of issues and certification of findings by the State Conciliation Serv-
ice to the Governor for appointment of a factfinding commission, to investigate and
report to the Governor on the dispute. Provides for submission to the State Con-
ciliation Service of questions concerning the majority representative of employees and
requires the service to hold an election thereon and certify the results. Also pro-
vides for determination of the appropriate unit of employees by the service. Provides
that the obligation of a metropolitan local transit system to bargain in good faith
with a duly designated or certified labor organization and to execute a written col-
lective bargaining agreement with such labor organization covering the wages, hours
and working conditions of the employees represented by such labor organization in an
appropriate unit, and to comply with the terms thereof shall not be limited or re-
stricted bythe provisions of the Government Code or other laws or statutes and the
obligation of the system to bargain collectively shall extend to all subjects of col-
lective bargaining which are or may be proper subjects of collective bargaining with
a private employer, including retroactive provisions. Authorizes certain deductions
from employee wages and salaries.

(Water) agency for a local ground water basin project if such assistance is not
read.:i_y available from private consultants. Provides for departmental
participation. in .initiating, rather than initiation bythe department, of project
investigations, stu li s, plans, and designs. Requires any departmental participation
in any local project to be pursuant to a cooperative agreement, as prescribed.

1516 CONSTRUCTION INSPECTORS. Adds Ch. 21 (commencing with Sec. 9900),
Negri Div. 3, B. & P.C. Creates the California State Board of Certified Con-
(G.E. & E.) struction Inspectors, setting forth qualifications, powers, duties and
terms of its members. Provides for certification of construction in-
spectors, setting forth qualifications, providing for an examination, and the issuance,
revocation and suspension of certificates. •Prohibits the use of the title "Certified
Coastruction Inspector" or the holding out as a person registered under this act by
persons who are not so registered. Creates a Certified Construction Inspectors' Fund,
providing for the payment of fees and administration of this chapter.
1518 TEMPORARY HOUSING PROJECTS. Amends Sec. 35541, H. & S.C. Extends time
Bee within which, with certain exceptions, dwelling structures in any
(N.R., P., temporary housing project transferred by the federal government to any
& P.W.) cicy, county, or housing authority must be demolished to not later than
one year after the 61st day after final adjournment of the 1974 Regular
Session, rather than the 91st day after final adjournment of the 1969 General Session
of , the Legislature.

Wilson Requires county board of supervisors to prescribe rules for time, notice,
(Rev. & Tax.) and procedure with respect to equalization of assessments outside regular
assessment period for such assessments when there is a tax appeals board
inexistence in the county.
1522 : STATE HIGHWAY CONSTRUCTION FUNDS. Amends and repeals various secs.,
Pattee S. & H.C. Deletes provision allocating money in the State Highway Fund
(Trans. & C.) for construction of ststa highways onbasis of 45% to northern counties
and 55% to southern counties and provides for the allocation of such
funds by the California Highway Commission to state highway districts on basis of
estimated state highway construction needs. Excludes federal funds in the State High-
way Fund from the statutory allocation provisions. Makes, related changes.
1538. LIBRARIANS. Adds Ch. 21 (commencing with Sec. 9900), Div. 3, B. & P.C.
Zenovich Provides for the registration and certification by the Board of Library
(G.E. & E.) Examiners as librarians of persons who meet any of enumerated quali
fications. Requires a fee of not less than $1 nor more than $5 to
accompany each application for a certification. Prohibits any persons calling them-
selves a registered librarian or using the letters R.L. after their name, unless
registered in accordance with the provisions of the chapter. Makes violation of this
prohibition a misdemeanor. Authorizes the Board of Library Examiners to suspend or
revoke the certificate of any registrant for enumerated reasons. Creates a Librarian's
Fund in the State Treasury which is continuously appropriated to the Board of Library
Examiners, without regard to fiscal years, for necessary expenses. Requires the Board
of Library Examiners to furnish the State Controller a statement of all fees collected
by it under: the provisions of this chapter and to pay suchamount to the State Treasury.
1541 JUSTICE COURTS; ORIGINAL JURISDICTION. Amends Sec. 112, C.C.P. Excepts
Roberti from justice court's original jurisdiction, where the amount in contro-
(Jud.) versy is $500 or less, cases involvingcollection or recovery of any tax,
impost, assessment, toll, or municipal fine and cases which involve the
collection or recovery from a party guaranteeing or otherwise securing payment of said
tax, impost, assessment, toll, or municipal fine.

1577 WORKMEN'S COMPENSATION DISABILITY BENEFITS. Amends. Secs. 4453, 4455,
Bear 4460, adds Secs. 4453.3, 4453.5, Lab.C. Increases maximum temporary
(Fin. & Ins.) disability benefits from $70 to $80, and maximum permanent disability
..benefits from $52.50 to $65. Provides that if temporary disability ex-
tends for more than 26 weeks, maximum temporary disability benefits shall be increased
to $90. Provides that at such time as the cost of living as calculated.by the Federal
Bureau of Labor Statistics increases or decreases by a 5% increment, maximum temporary
and permanent disability benefits shall be at such time. -increased or decreased 5%.

1580 MENTALLY DISORDERED CRIMINALS. Amends,, adds, repeals.various secs.,
Zenovich Pen.C. Provides that when a person is found not guilty by reason of
(Crim. Pro.) insanity, a trial shall be conducted as to whether the person is a sub-
stantial danger to the person or property of others, as a consequence of
a mental disorder, and provides for further disposition of the person. Defines in-
competent for purposes, of establishing whether or not a person.may stand trial. Pro-
vides procedures for dealing with prisoners who are found.to be a substantial danger
to the person or property of others as a consequence of amental disorder.
1581 MOTOR VEHICLE TAXATION. Amends, adds, .repeals various secs., R. & T.C.,
Briggs Veh.C. .Eliminates motor vehicle transportation license tax. Establishes
(P.U. & C.) new fees for registration of commercial vehicles, with certain exemptions.
Requires that designated part of fees collected go to cities for pur-
poses of street improvement and improved traffic.control-but not for streets from
which commercial vehicles are restricted. Prohibits taxation of commercial vehicles
by.a-city, county, city and county or other public agency except for taxes:or licenses
uponrthe same basis or in the same manner as other businesses on persons or corpor-
ations operating commercial vehicles within the municipality,

not be construed as failure to comply with constitutional notice requirements if

1616 FLUORIDATION OF WATER. Amends Sec. 4022, adds Sec. 4017, H. & S.C.;
Vasconcellos repeals Secs. 12814, 12815, and 12816, P.U.C. Declares that addition
(Pub. H.) of fluorine and fluorine compounds to domestic water supplies for pro-
tection and maintenance of dental health'is a matter of statewide in-
terest and concern. Requires that State Board of Public Health, if it determines that
a domestic water supply does not have a sufficient amount of fluorine or fluorine com-
pounds to insure protection and maintenance of dental health, to order the addition
of an adequate•amount'of fluorine or fluorine compounds by any person furnishing or
supplying such water to increase the level of fluorine or fluorine compounds to a level
which will insure the protection and maintenance of dental health. Prohibits the
addition of fluorine or fluorine compounds where such addition would be damaging to
the public health generally and where it would render the water impure, unwholesome
or unpotable. Provides that a permit to furnish or supply domestic water may be re-
voked or suspended upon a failure to add a sufficient amount of fluorine or fluorine
compounds as determined bythe board. Deletes ''`�'

1618 STATE EMPLOYEES' RETIREMENT' SYSTEM. Adds Sec. 21334.5, Gov.C. Requires
Knox contracting agencies,' under State" Employees' Retirement System, to pro -
(Reg. S.) vide that an employee shall receive his retirement allowance until death
and thereafter to have.. one-half of such allowance go to beneficiary for
life. Provides for cost -of -living adjustment by the board of administration on the
allowances to the beneficiaries. Requires contracting agencies to make the contri-
butions to cover any additional costs arising out of the allowances provided for by

Knox Provides that in case of aggravation of any disease or condition by

allowed only for the proportion of the disability of the disease or

Knox R. & T.C. Revises procedures with respect to the assessment of escaped
(Rev. & Tax.) property and provides that such property shall be taxed at the rate in
effect in the year it escaped, rather than in the year of discovery.
Provides that penalties and interest shall attach to property which escapes taxation
by reason of willful acts and omissions but not to other escaped property. Makes
statute of limitations uniform for all property which escapes taxation at six years
following the lien date for the year in which the property escaped. Makes other and
related changes.

come, the capitalization rate shall be based on the interest rate charged for loans on
similar land in addition to allowance for property taxes. Requires that property taxes,
when used, be represented by the product of the announced assessment ratios and the
tax rate levied against the assessed value of the property.

Meyers provides that a city and county shall not acquire and operate or cause
(Pub. H.) to be acquired and operated a dump site for the disposal of garbage or

incorporated area, without the consent of the boardof supervisors and specifically
prohibits a city, county, district or public or municipal corporation from doing so

2560 STATE FUNDS. Amends andrepeals various secs., Ag.C., Ed.C., H. & S.C.,
Lanterman. M. & V.C., Pen.C., and W. & T.C. Eliminates state -aided programs for
(Rev. & Tax.) health services for physically handicapped children, for local health
administration, for constructionand maintenance of county juvenile
camps and homes, and for local tuberculosis sanatoriums. Eliminates state school fund
aid on account of a.d.a. in schools maintained -in juvenile homes and camps. Eliminates
state contributions to salaries of county public defenders, agricultural commissioners,
and veterans service officers. Provides that level of above servicesand salaries
without state participation shall not be less than that provided for. 1966-67 fiscal
year. Declares legislative. intent that quality and extent of such services shall not
be diluted, impaired or reduced in any way. .Operative on enactment of AB 1072 which,
as introduced, permits counties to increase sales and use taxes under the Bradley -Burns
Uniform Local Sales and Use Tax Leta by 1%; and requires additional revenues which a
county receives by reason of the rate increases shall be deposited in the county's
property tax reduction fund, which fund may, be expended for any lawful purpose.
2565 TAXATION OF POSSESSORY INTERESTS. Adds Secs. 107.2 and 107.3, R. & T.C.
Thomas Establishes procedures for assessing certain possessory interests in
(Rev. &.Tax.) exempt property for the production of gas, petroleumandother hydro-
carbon substances by excluding the value of any royalties or other
rights to share in the production owned by the tax-exempt entity. Specifies that

Legislature and approval of Governor, subject to referendum.

Campbell Requires municipal utility districts to pay all school district taxes,
(Rev. & Tax.) and requires Legislature to provide for the assessment of utility dis-

71 LEGAL DEPOSITORY OF PUBLIC MONEYS. Amends Sec. 16 1/2, Art. XI, Cal.
Moretti Const. Allows all moneys belonging to, or in the possession of a public
(Fin. & Ins.) or municipal department or agency as well as other public entities now
specified in section to be deposited in institutions named in section.
Permits placing, as well as depositing of such funds. Allows funds to be deposited
or placed in any federal savings and loan associations or savings and loan associations
organized under state laws as well as national banks or banks organized under state
laws and authorizes deposit or placing in commercial savings, withdrawable, invest-
ment, or other types of account offered by said institutions. Allows any public or
municipal department or agency as well as other public entities issuing bonds under
the laws of this state to deposit moneys in banks outside this state for the payment
of the principal or iterest of such bonds at the place payable.
72 VETERANS' PROPERTY TAX EXEMPTION. Amends Sec. 1 1/4a, Art. XIII, Cal.
Meyers Coast. Authorizes Legislature to apply the veterans' exemption now
(Rev. & Tax.) authorized for veterans who are permanently and totally disabled as a
result of a specified service -connected disability incurred in military
or naval service to all such permanently and totally disabled veterans, regardless
of the cause of the service -connected disability.

Veneman Imposes a tax on each telephone company subject to the jurisdiction of
(Rev. _& Tax.) the State Public Utilities Commission in the amount of 2% of each such
company's revenues. with certain exceptions, which are received from
regular monthly recurring charges for intrastate communication service, such tax to be
due on the 15th day of the month succeeding each quarterly period, commencing on April
15, 1969. Specifies that the. tax shall be in lieu of all other charges, tolls, fees
or taxes by any municipal corporation or political subdivision on the furnishing of
communication services, or the use. of such services, the use of property for com-
munication purposes and property taxes on the rights-of-way of telephone companies in
public and private property. .Provides that the tax shall not be in. lieu of other
specified taxes. Requires that the tax shall be paid t� the state board or agency
designated by the Legislature and that the designated board or agency shall deposit
the revenue in the State. Treasury and the Controller shall distribute the money, less
the cost of collection, to counties, cities and counties and cities on the basis of
population. Provides that these entities of local government may; use the revenue for
local purposes.
