Towne Hall member recommendations re City's assistance to aid with appeals from assessed valuation/property tax problems with County: Ray Rodriguez, 1306 Corona Street: Help with publicity. for another Towne Hall meeting in July, 1975, just after assessed valuation notices sent out by County so appeals can be prepared before mid- September deadline; find out what constitutes "comparable property" and establish clearing house for info so property owners can deter- mine whether or not they have facts they need to prove their case. Towne Hall vs Property Tax (Continued) Mrs. George Becker, 2432 Myrtle Avenue, requested Council support air their efforts to (1) Have County assess entire city at one time; (2) Assessor should consider age of property when comparing; owner should not be penalized for keeping old houses in good condition;. (3) County should hold hearings in South Bay area rather than only in Los Angeles - many people could not make trip. Frank Wattles, 115 Longfellow Avenue: "Attack soft belly of county Assessor with rhyme and reason." city should help people know what facts and evidence they need when appealing assessed valuation. (1) County Board of Appeals should not require individual home owner to appear on his own - can't send an agent and do business with affidavits as a corporation can do. (2) Until above change is made, City can assist under the direction of some committee - "Home Owners' Association°- which should among other things hire a representative to appear before Board of Appeals. (3) Enhance towneawareness by spreading info re what people can do about their tax. Town should gather together and get needed info and come up with some answers through suggested committee. Non -Agenda Items from Audience: (a) At request of Jack Wise, Mayor Post read aloud his letter thanking Fire Dept and Police Dept for helping to savehis father's life after heart attack. (b) Gloria Hough, 2005 Springfield Avenue, recommended sending Council and Commission agendas and announcements of special events to KKOP, 1617 S. Pacific Coast Highway, R.B. 90277, Carol Martinson, to have them read aloud on.11 a.m. Community Calendar on regular basis and also spot public service announcements. Council gayeonformal approval. (c) Mr. Mosby Faulk, 620 - 1st Street, informed Council that Stinnett oil well on First Street (Lot 153) was illegal, and absolutely wrecked 1st Street. Said he had been contacting the City about this for about 30 years and had spent thousands of dollars fighting oil well people and "I'm still fightin'." Councilman Barks said he had been working with Marie. Edwards and City Manager on this matter but these civil cases take a little time. 7. confirm public hearing re proposed new Open Space Zone'(O-S) on December 10, 1974. Post, Tyson. So ordered.4 /z•i, v 8. to approve in concept purchase of warehouse and Fort Lots of Fun, 6th and Prospect, for $50.000; conceptual approval for purchase of Seaview Parkette, 19th and Prospect, for $60,000 - length of contract and interest rate still being negotiated; Refer to P.C. taking vacant parcel between Hermosa View School and California Water Company property, end of 17th Street, out of Open Space Element, General Plan, for sale to private party; Refer to P.C. taking maintenance facility for Pier Avenue School property, 11th Place, out of Open Space Element of General Plan for sale to private party. City Council.- Non -Agenda: -4- 16. 4- (a) Mayor Post reported re recent meetings re Federal offshore oil drilling; Los Angeles City Atty is working'torzformulate opposition reponse and Council encourated City Atty to offer his assistance - finding out what they are looking for and how much of his time it would require. -� Xtra: to approve an Agreement for Joint Maintenance on Existing ;Beach Storm Drain Outlets, to begin upon execution of said Agreement by both parties, with the period of joint maintenance of any future facility to begin upon transmittal ofa notice of completion of the facility to the City from the Los Angeles County,Flood control District's ChiefAEngineer, the total cost to the District in any one year not to exceed the dollar limit determined by multiplying - $1,200 by the number of beach outlets maintained and operated by the District within the City, emergency costs not included, said Agreement to remain in force for a period of four years following the date thereof unless terminated as therein provided, subjedt:to approval as to form by the City Attorney.
