We are grateful for this opportunity to meet with you, :to seek your
advice, -and to tell you of our thinking during the past year.
I apologize for my absence this evening. My niece, whom I have seen
only once in my life is spending a mere 24 hours in Los Angeles and at this
moment I am at the airport awaiting her passage through Customs. I hope
these written comments will serve as a suitable introduction to our presen-
tation and I hope that my absence will not be construed as a lack of a deep
interestin this evenings discussion.
1 should like to make the following points in preamble:
1. The Commission has been'attempting to plan' for. Park and Recreational
facilities for the past fifteen months.
2. tWe have not undertaken this task very efficiently possibly due to the
fact, that the commission does not have the appropriate history and'
experience.
3. We unquestionably need the help of '. planning; staff and/or. consultants
to do this task.
The situation with respect to available land has been very confusing
and has made it difficult to reach specific conclusions.
Despite all this, the commission is dedicated to the task of producing
or contributing to; a park and recreational facilities plan.

Fortunately, with the recent clarification of the school districts
planning we are now in a much better position to start more serious
and more definite planning. Tonight we would like to present to you
some of our thinking - we do not mean these to be hard and fast but
merely an indication
in our thinking.
ou of the type of approach that we are'taking.
You will notice that much of our thinking centers around recreational.
facilities.
It is our belief that with our population shifting rapidly from
the family to the 18-25 year age group that our need is primarily
for facilities which will be used at the initiative of individuals.
Programming is important of course and needs to be expanded but we
hope that it will be expanded by the encouragement and organization
of group activities and small groups to undertake their own activities.
May I add a note from my own youth in New Zealand. There, on a Saturday
afternoon, fully '50% of the young men were engaged in,athletic activities
depending upon the season.
The activities. were organized by associations
and leagues but the playing fields were provided by the cities.
With
the changing attitudes toward women and with their determination to
heard and to be a part of the, mainstream we
must add the need for
facilities for a similar proportion of young women..
I_believe that in this country the revolt against materialism in all its
forms will be followed by a movement away from spectator .sports to the
participatory activities. I believe that this swing will come soon

might I add that High Schools have been.doing a miserable job in'
encouraging participation and`perhaps itis up to the cities
to pick
up the ball. I hope that Hermosa Beach will not be wanting in this
respect.
9. With this preamble may I respectfully request your consideration'of
the following points:
That moneys budgeted for this fiscal year for capital: improvements;
and that remain'unspent, be continued or placed into a special fund
for use in future years. The land needed for these improvements
has not been available but now appears to be available in the
near future.

) That the Council do everything in. its power to set aside. around
$300,000 a year (including $100,.000 for land purchase) for develop=
'gent of parks and recreational facilities within the city.
That a plan be developed for the purchase of land and establishment
of the parks and recreational facilities which is phased into the.
availability of land. Clearly this is the responsibility of the
Commission but considerable staff assistance will be required.
Clearly also, this plan if it is to be coherent and meaningful will
take gime and will require ongoing negotiations with the
district.
To get to the. meat of the matter, we have prepared a sequence of pre-
sentations, each centered around a specific facility. Each presentation
is the opinions and ideas of that individual with respect to details although
1 believe we have a consensus on general principles. 1 would suggest, if it
is not excessive, that the presentations be limited to 15 minutes each on
the major facilities (South Park, Clark Stadium, Pier Avenue) and to 10
minutes on the smaller facilities (Prospect Park, Hermosa View)
