Consent calendar: la. to refer the recommendations of the Park and Recreation Commission regarding the general principle of parking on the railroad right- of-way adjacent to Clark Stadium as set forth in their memorandum dated March 1, 1974 to the City staff for report and recommendation. Motion by Councilman Doerfling, Second by Councilman Post.. So ordered. lb. to refer the recommendation of the Park and Recreation Commission for private contracting for animal control as practiced by the City of ManhattaneBeach,Bsethforthhc:nCthpirtmemowdated Marchsl, f1974, for _ report and recommendation. So ordered. lc. to refer the recommendation of the Hermosa Beach Coordinating Council in their letter dated March 11, 1974 to the City staff with a request that they contact County Supervisor James Hayes through Mr. Dick Fitzgerald, Director of the County Beach Department, and enter discussion concerning a contract for County Lifeguards to staff a paramedicnrescue van and request that the staff explore all possible alternate staffing arrangements. So ordered. 2. rdered.2. to instruct the City Attorney to bring in a precisely detailed step by step procedure to terminate :the Redevelopment Agency. completely and totally in the shortest possible time period, and .to haVegthis report ready for the Council by the next regular meeting on April 2, 1974. W17 -- and Proposed action: that all agencies and persons involved in the .Redevelopment Agency be notified that from this moment on Hermosa Beach has terminated its interest in the Redevelopment Agency. Noes, Doerfling, Tyson, Widman, Post. and to instruct the City Manager to bring in a complete and precisely detailed 'report on any and all monies spent by the city and by the Redevelopment Agency; also any expenditures involved in its creation, and any expenditures on behalf of the Agency; also, which funds were used, and who received the money. So ordered/2- 3. to instruct the city Manager to at once bring before the Council all information necessary for Hermosa Beach to join the Baldwin Park suit on redistribution of sales tax revenue. Barks, Post. So ordered. (Note: This office requested any material available by telephone to Baldwin Park CM's office 3/13/74 - have rec'd nothing, yet) /y411-3- 4. . Councilman Barks went on record that until he is satisfied that he is fully, conversant with all matters held in abeyance by the City Council he requests that no "post agenda" items be prepared or moved, and stated that he will abstain, reserving the right to bring the matter up atany following Council meeting regardless of whether it has been acted on or not. 5. Mayor Post recommended that the information regarding a proposed Beach Cities Transportation Study transmitted by the Inter -City Bus Committee be referred to the Downtown Committee and persons on City staff working on that problem for their recommendation with regard to entering a Joint Powers Agreement with the Cities of Manhattan Beach, Redondo Beach and. El Segundo with a cost factor to this city of $2,493. (Note: This office has this material to give to whoever is designated as "go-between") (Chairman Schmeltzer wants Improvement Commission included) City Council - 3/19/74 -2- 6. to direct the City staff to reevaluate existing ordinances relating to dogs running loose and owners cleaning up after their dogs, review what other Cities, such as Manhattan Beach, are doing, develop alternates for policy enforcement on both items, complete with cost estimates, and report back to the Council within a month. Widman, Tyson. So ordered. and 4/ %,n- 3/7 to direct the City staff to explore alternates of dealing with parking problems at the north end of the city, the south end, and above Pacific Coast Highway, including diagonal parking, one-way streets, cul-de-sacing streets, enforcement of garage use as stipulated in the Zoning Ordinance, reevaluation ofred curb markings, possible elimination of two-hour restrictions within residential areas, costs of these alternates and timing - such as when could they be implemented, and examination by staff of current parking enforcement as well as any recommendation for changes in that policy, with a preliminary report brought back to the City Council in one month. Councilman Widman would like to see some exploration by staff for some alternates for better publicity for the Empire Savings b,us route as well as availability in City, possibly utilizing the services of the Chamber of Commerce., �-. b. Councilman Widman brought to the Council's attention the availability of resources at El Camino College for not only City and staff to conduct surveys but also regarding students available to help out members of the council in whatever way possible - Internship in Public Affairs. c. Councilman Widman urged that election posters be removed from utility poles, etc. now that March 5th election is over. 8. to move items 8A and 8B, appeals from denial of approval of tentative tract maps for condominium conversion, to the end of the agenda for discussion in Executive Session. Post, Doerfling. So ordered. 9. to direct the City Manager to suggest to the Hermosa Beach City School District administration and Board of Trustees that they meet with the city council for joint study sessioncconcerning disposition of unused or surplus school properties on Monday, March 25, 1974 in the Council Chamber, City Hall, at 7:30 p.m. Doerfling, Post. So ordered. Non -Agenda Items from Audience: 10a. Eric (?), representing Hermosa Bay Club Volleyball Team, requested contribution from City for Hilo Classic competition during Easter Week. Invited public to luau being held at Veterans Hall in Inglewood on March 30. Mayor pointed out that Council could not take action on non -agenda item involving City funds, and requested that City Manager's recommendation be placed on April 2 agenda. * y7v b. Herb Besant, 2207 PCH, informed the Council that the way to get the money to pay back the City for the RedevelopncnttAgency was to have just two men run this City and have the City Council be full-time guys and get rid of the City Manager and the City Attorney and the City Planner and his assistant and the City Engineer and hang a sign on City Hall saying "Closed for Alterations". He then asked that the City Clerk read aloud a poem written to him by someone who had been his tenant fifteen years ago; however, the Mayor ruled that other persons waiting to be heard should have their turn to speak. city Council -3/19/74 -3- Non-Agenda Items from Audience (Cont",d)' c. Marvin May, 960 - 2nd Street, presented petitions with 61 signa- tures requesting one-way traffic due to narrow street, steepness of hill, blind spots, excessive speeding, etc. PCH to Prospect Avenue. wd. Mrs. Delma Peery, 720 - 8th Street, requested explanation ofwhy : green curbs had not been replaced - especially in front ofh.er shop. People pay no attention to "One Hour Parking" signs. e. Garland Kyle, 1534 Golden Avenue, said that since theres• a woman on the City Council he would like to make the suggestion that Councilperson be used to make it a non-sexist designation. He also suggested that Mary Tyson be referred to as "Ms." since it is another non-sexist title and more respectful to women. f. GUSS Barks, Jr.„ informed the Council that if they did not immediately ? dissolve the Redevelopment Agency without delay they would regret it. 11. to approve the recommendation of .the City Manager as set forth in his memorandum dated March 14, 1974 to permit a reduced encroachment over the public right-of-way on property located at 2222 Strand as: modified by agreement with the property owners, Walter and Louise Girdwoyn, and with the provision that this encroachment will be removed at the expense of the property owners if and when the City required all property owners in that block to cease using the three- foot right-of-way at the front of their property line. (Note: Councilman .Barks wished to go on record as against encroachments on City property.) 12. to authorize filing an application for an allocation of $3,287.00 from the Local Transportation Fund of the County of Los Angeles through the Southern California Association of Governments, said funds to be used,during the fiscal year 1974-75 for planning the ,� development of bicycle and pedestrian facilities in order to determine demand, feasible routing and alternate designs as a basis for future fund requests for the acquisition and construction of such facilities, and to direct the stafffto prepare the necessary information for completiehoo.f the Local Transportation Fund Claim Form. All, none, none. zfr /-.car- 5440S` Note: Mrs. Katharine Bergstrom, 519 - 24th Place, member of the Citizens Advisory Committee on Illegal Housing informed the Council that they would like to be known as the "Housing Committee" at this point, and requested that the consistency of the Hotel -Motel Occupancy Tax ordinance and the zoning ordinance be investigated, especially with regard to living in a hotel or motel for more than -thirty days.
