S. 484; add to actions denying approval to tentativetract maps on pages 6, 7, and 8 that Councilman Doerfling was voting to deny approval because they did not comply with current Zoning Code and the General Plan. Department of Public Works; and one animal control vehicle. * Councilman Widman encouraged merchants on Pier and Hermosa Avenues to consider the possibility of keeping their shops open during Arts and Crafts fair and encouraged Downtown Committee to work toward' that objective. Non -Agenda Items - City Council: (a) Councilman Barks requested consideration for advertising or in some way getting more publicity for meetings like those of the Bike Path Committee; Councilman Doerfling said that he hoped to make bike path a subject for upcoming Towne Hall Meeting agreed that such meetings should have publicity. (b) Councilman Barks transmitted a request from Mr. George Priamos that the recent one hour limit for parking on Pacific Coast Highway, east side, between 14th Street and 17th Street and west side between 15th. Street and 17th Street be amended to be effective from 9 a.m. to 9 p.m. rather than to 6 p.m., and the Council d.rectedothat this action be placed on the agenda for next meeting, May 7, 1974. (At the time the resolution was adopted, Council directed staff to find out what hours would benaedeptablctodprotesting apartment house tenants in area, and 9 a.m. to 6 p.m. was agreed upon. Merchants prefer 9 a.m. to 9 p.m.) 0 (c) Councilman Barks transmitted prgtest from residents of Second Street re auto dealers on PCH road testing cars too fast and causing hazard to residents as well as noise problem. (d) Councilwoman Tyson requested that Council consider establish- ment of an ex officio Historical Committee made up of persons who have served on commissions in the past, persons formerly involved in city government and Hermosa pioneers to act as advisors to current commissions. Mayor Post suggested that all members of Council make suggestions and staff draw up a resolution establishing such a committee.for discussion. - S.. `7 (e) councilman Doerfling 'asked °wheretstaff was inathe:zpreparation, of a neighboriza ion and traffic restriction plan fora Shakespeare area. City Manager said report and recommendation would be rea.ly for meeting on May 21, 1974. S/Z/ (f) Councilman Widman asked about promised progress report from staff as to priorities, which items could be undertaken and cost estimate re list of requests from Downtown Committee trans- mitted at last meeting. Said Committee wanted some kind of indication on part of City that we are willing to put forth the effort to develop some constructive proposals to promote more convenient and attractive shopping area downtown, and that he would like this report as soon as possible. „Ls„./ .„,.._.,.. Mayor Post encouraged experimental use of Hermosa Avenue as bike path as soon as possible, and City Manager stated that after realignment of intersection at 26th Street and Greenwich Avenue this could be done without hazards now existing. In reply to question from Mayor, City Manager said realignment could be completed in two or three weeks. (h) At the request of Mayor Post, Councilman Barks read aloud a letter from Samir I. Manneh, President of the South Bay Shrine Club, and the Mayor proclaimed May 4, 1974 as Marshal J. Wilkings Day in honor of the Illustrious Potentate of Al Malaikah Temple. (Consent Calendar Items withdrawn at request of councilman Widman: (g) (c) Councilman Widman felt that the staff report re animal control did not give sufficient guidance to the Council re alternatives available and did not contain report re Manhattan Beach system as requested. Mayor Post agreed that it would be helpful if Council could have more info prior to Budget Session and Councilian Doerfling asked for cost estimate on both more service and less service. City Council - 4/16/74 • 1(g) Councilman Widman'felt that staff report re parking problem was not systematic treatment of problem itself and needed some recommendations for positive program to deal with problem. Requested more info for discussion.) (i) Councilman Barks pointed out that some of the items in his agenda were such faint copies that he could not read them. Note: This is why City Clerk begs for original copy of each agenda item. Xerox copies of carbon copy,,ditto:copy or xerox copy are usually illegible, and lately we have not had time to make a typewritten copy of "uncopyable" material fornyou.priorffo,running2p^copies of agenda items for your department. And while we're on the subject, please whenever possible keep from using - and keep other people from using blue ink which Xerox will not pick up.even on original. At this point Mayor Post called for a five-minute recess at 8:25 p.m. and meeting was called back to order at 8:35 p.m. (So that Mayor of Loreto and his party could leave Council Chamber for social commitment.) 3. City Manager informed Council that Commissioner Joe Noble had requested that the continued consideration of his request for a oneyear leave of absence be continued to the next regular meeting on May 7, 1974 due to commitment which prevented him from attending this meeting. (Also Prop. 1 -Beach, Park & Recreation Bonds) Note: Mayor Post requested that reminders of this date be sent to Councilmen; it was requested that the School Board give Council as much info as possible prior to this meeting,: r e, requested staff recommendations based on this info; School District will provide tour of facilities prior to this meeting for Councilmen. 5. to receive and file request for rehearsing by applicants for • approval of Tentative Tract Maps No. 31680, 31715, 31815, 31875, 31889, 31940 and 31943 in the matter of their respective appeals 17 from the purported action of the City Planning Commission denying approval of said tentative tract maps. Non -Agenda Items from Audience: (a) Don Baxter, 534 t3rd,;Street - requested that monthly trash pick-up be changed from first Saturday of every month to first Sunday or first Monday, so week -end trash could be included. City Manager will check on that. _ rekv •.y„c._ (b) Mrs. Sheila Miller, 77 - 17th Street, urged that Council and staff consider fact that vacating portion of 17th Street per request of School District would add to traffic on Valley Drive for access to Valley Vista School. (c) Mrs. Anna Chaney, 830 - 2nd Street, requested that Council endorse Proposition 1, Beach, Park and Recreational Bonds, on the June 4, 1974 Statewide Election Ballot. Mayor Post suggested bringing up that matter at the meeting with the School Board, and Councilman Doerfling asked that the staff prepare a resolution supporting that measure. City Manager said we were planning to have subject on agenda for May 7. 377 Xtra: Councilman Widman stated his intention to request Council support for Proposition 9, the Political Reform Act of 1974. • (d) Jim Rosenberger, 156 - 1st court, asked what happened to a proposed two hour limit on parking on Herondo Street which had been tabled by the Council pending a poll of the residents of the subject area of Herondo Street and Monterey Boulevard regarding their views as to the feasibility of such parking limitation on July 6, 1973. Mayor Post suggested that staff refocus on this matter. (e) Mr. Guss Barks, Jr. stepped forward on behalf of Mr. Herb Besant, 2207 PCH, who is in Oregon for wedding of his daughter, and stated Mr. Besant's trust that City and Council could go along without him until his return for the next meeting. 11. to refer the report re building heights and profiles in downtown area -Biltmore site use dated April 12, 1974 from Robert Crawford, /City Planner, to the Downtown Committee for their consideration at their next meeting to be on April 18, 1974, with copies to y.044142 be made available to said Committee, and request their recommendation for consideration by the Council at their regular meeting on May 7.
