determined number of dwelling units per acre in Very Low Density and
how we have applied it to this property - "that piece of property is
being deprived of development because of an adjacent piece of property
that has no relationship to that piece of property".
City Atty says that continuance is granted with understanding that
applicant should be ready to proceed to present his case at the next
meeting, and applicant should be on notice that if he feels that there
was any illegality in the adoption of Amendment No. 4 to the General —
Plan in the sense of fairness he should make that known to the City
and in the event of litigation if we:are not so -notified the record
will reflect that we asked the applicant for any indication of
illegality. No further continuance is required to be granted.

necessary to reintroduce or ordinance would be lost.

in this city next 4th of July. Several citizens suggested controlled
area with firetrucks available for people to use for their own fireworks
Councilman Wise said if other cities around us sold fireworks their
stands should have very visible notice that they were not allowed in
Hermosa Beach-Chenen suggested roadblocks on outskirts just to warn
people not to bring fireworks into city.ia d?

item 4 of this agenda, regarding proposed withdrawal of department
heads from the Civil Service System.
CO Mayor received approval from Council to transmit to Improvement
Commission a bulletin fromLeague of California Cities regarding
possible city participation in American Revolution Bicentennial in 1976..
for their recommendation as to involvement..rr,
9. to set a public hearing to be held on Tuesday, February 6, 1973 in
the Council Chamber, City Hall, at 7:30 p.m. regarding Planning
Commission recommendation for change of land use classification on
property south of Lyndon Street and west of Hermosa Avenue from C-1 to
R-3 as set forth in P.C. 154-861, adopted December 20,,1972.

Commerce - announced retention of Mrs. Margaret Ruiz as Manager.
Requested reinstatement of $1,100 per month funding, and presented
proposed agreement between City and Chamber for promotional
activities.
Action - to call an adjourned regular meeting of the City Council
for a joint study session with the Board of Directors of the Chamber of
Commerce on Tuesday, "January 023, 1973,in the Council Chamber, 7:30 p.m.

Note: City Manager to meet with members of C of C Board of Directors
1/17 or thereabouts and will prepare report and recommendation for
Council consideration. No objection to offering use of office in Recreation
building and city meeting minor remodeling costs to effectuate closed room
for this purpose, except from Councilman Bigo who felt "Council office"
in the City Hall should have use returned to C of C.
16. to accept the recommendation of the City Manager and authorize the
purchase of Lots 19, 20 and 32, Block 15, Hermosa Beach Tract,
commonly known as the'"nippy Property" for the sum of $75,000.00,
subject to compliance with all necessary local ordinances and State

not Revenue Sharing.- And Mayor stated that he would give this city
one year to come up with a reasonable plan for development of the
"Biltmore Site" or he would make a proposal<atthe second meeting in
January, 1974, for city to sell this land post haste - adding that this
was one man's opinion.

accept the lowest; responsible bid for the purchase of a Wayne
'/ Model 2-984 motorized street sweeper including a Kysor M-3189 radiator
/ shutter from Dearth Machinery Company, Baldwin Park, at a net cost of
$15,770.00 including $1,110.00 trade-in allowance on one 1967 Wayne

(Note: Bid $18 more than lowest was accepted because Wayne sweeper
location.; -of gutter broom_in relation to wheel prevents equipment break-
downs caused by flat tires.)
