cul-de-sacs and barricades on some of these streets to enhance the

(a) Councilman Doerfling announced next meeting of, Bicycle Path
Coordinating Committee - Thursday, March 15, Council Chamber,
7:30 p.m. - Re local bike routes, safety of children to and from
school, and safe access to various parks. Intend to look into
possibility of State funds available for construction of bicycle
facilities (Sec. 100.13; S & H)
(b) Councilman Doerfling brought up letter received by City Council
from Long Beach Regional Arts Council, resulting in:
Action - to refer the request of the Long Beath Regional Arts
f Council as set forth in their letter dated February 1, 1973 to

,,vo V the Improvement Commission to act as liaison between this City
and individuals and groups in our City who might wish to partici-
pate in the First Annual Arts Festival, May 11 to May 20, 1973.

(c) Councilman Doerfling and Mayor Valdes discussed current legislative
action taken and being proposed in Sacramento in the State Senate
and Assembly.
7. to receive and file the memorandum dated February 14, 1973 from the
Improvement Commission regarding Hermosa Beautiful Month, 1973.

Note: Mayor Valdes urged that Mayor's Award Dinner not be deleted
from this year's program - suggested that possibly another group
other than HIC could be formed to develop promotion and publicity
for such an event; requested that C of C discuss March Beautiful
Month with their people - how about hardware stores offering
discount on clean-up paint -up items? - If schools have not
already been contacted and youth groups formed to do landscaping
projects, a lot of work will have to be done in a hurry - still
feels small signs giving credit to youth groups should be erected
on the site of their work - Feels current method of awards for
beautification and improvement not getting to public. Asked HIC
to come to Council again with their request for city sign on.
Aviation Boulevard. Thought. DPW should repaint windmill rather
than Commissioners or citizen volunteers.
to instruct the Engineering Department to proceed to prepare Plans and
Specifications for the reconstruction, redesign and improvement of the
v/ Strand walkway between Eleventh Street and Thirteenth Street and a

to approve the general concept of an Under Pier Enclosure for storage
purposes_ beneath the Municipal Pier north of the Lifeguard Head-
quarters as set forth on the Mechanical Department Quadrille Sheet,
page 4 of 4, dated January 14, 1972, Est. No. 7273-162 as submitted by
the County of Los Angeles. Valdes, Post. Carried. All, none, none.
Note: City Manager to emphasize to County that we want lights on the
"outboard"side of this structure and want as much as possible
done not to block existing view and provide wider area not visible
from Strand.
Final design subject to approval by Park and Rec and HIC.
9. to adopt the Carpenters -Wage Increase - Additional Contributions to the
Health and Welfare Trust - Carpenters Pension Trust for Southern
California and Vacation Savings -Holiday Plan — Effective May 1, 1973,
j� 1 furnished by the Southern California Conference of Carpenters, dated
February 5, 1973, as the prevailing wage rates of per diem wages for
this trade in the City of Hermosa Beach. Valdes, Post. Carried.

(a) Jim Rosenberger, 156 First Court - if you are going south on
Hermosa Avenue there is a double yellow line so you cannot go up
Lyndon Street, and policemen are waiting in Beach Drive. Why
isn't the city building a median there?
Was told that plans and specs all ready, but Proposition 20 stopped
everything. Should' be on the way approximately 30 days after okay
by Regional Commission - but no way to get this okay right now.

being held aside for the time being during further consideration of
