Invocation - delivered by mayor Valdes. •/Roll Call - Present:' Councilmen Bigo, Doerfling, Post, Wise, Mayor Valdes Absent: None Proclamation: Women's Awareness Week - March 19-25, 1973' Approval of Minutes - Regular meeting of February 20, 1973 and adjourned regular meeting of February 27, 1973 - Doerfling, Post. So ordered. 1. to adopt Resolution "No. N. S. 3189, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE Y OF HERMOSA BEACH, CALIFORNIA, EXPRESSING INTEREST IN JOINING THE DIVISION OF HIGHWAYS AND OTHER SOUTH BAY AREA ,,r-jr-AawilK CITIES IN PERFORMING A T'.,L TRANSPORTATION CORRIDOR STUDY." Doerfling, Valdes. So ordered. 2./ to direct the City Attorney and staff to research the City's role in ,� processing subdivisions and prepare a report and recommendation with regard to any conflict with State Code. Post, Valdes. Carried. Ayes, all. Noes, none. Absent, none. 3. Non -Agenda - City Council: a. Councilman Wise requested staff inspection of Municipal Pier re fact that all fire apparatus not operative; ground wires missing; bumper pilings missing. Requested staff report re exact position of City/County with regard to maintenance of pier facilities. City Manager stated he would order Fire Inspection and Electrical Inspection immediately. Cif Councilman Wise requested legal staff prepare ordinance relating to removal of campaign signs after elections. c. Councilman Post reported his intention to pursue issue involving Citation Release Program recently authorized by State Legislature and would have report for Council re issuing ticket for various misdemeanor offenses as alternative to arrest. d. Councilm n Doerfling �,- -- direc tizet City Attorney to draw up "Dog Ordinance" including -,�`�� (1) "half fares" for neutered males; (2) some way of controlling 3/y//vicious dogs; (3) force dog owners to clean up after their dogs; / and (4) more positive way to control people with barking dogs. e.Councilman Bigo announced that three years ago Council asked staff for a one-way street survey starting with southeast quadrant of city and nothing had been done to this date. Mayor Valdes pointed out that the Planning Commission and staff had received anew directive re this matter at joint study session on 2/27/73, and in reply to question City Planner stated that he would anticipate that would be a part of the revised Circulation Element of the General Plan and with current workload might be completed somewhere around next November. 11.1.11111 a f Mayor Valdes requested that staff attention be directed at empty gas station(s) and motion picture theatre re 90 -day clause after which conditional use permits and entertainment permits lapse so that such areas could be developed and promoted for a healthy, well- balanced community. g. Mayor Valdes urged staff to get proj=ects to improve south end of Hermosa Avenue and Ardmore Avenue on the road as far as okay by Proposition 20's ,South Coast Regional Commission is concerned. h. Mayor Valdes praised,2,500/3,000 South Bay young people for being so disciplined during Walk for Development on March 3' 1973 with a minimum of supervision, and expressed appreciation to volunteers who supplied food for them during the lunch break. 4..,/to appoint:. Mr. Garland Kyle, 1534 Golden Avenue, presently enrolled at El Camino College, to serve as a member of the Youth Advisory Council until his graduation or at the pleasure of the Council. (Note: Telephone apparently unlisted - anyone know number?) lY City Council - 3/6/73 -2- 5. to inform the Rapid Transit, District and the City of Manhattan Beach /that this City would not be in favor of changing the bus routes 51 and 103 through this City unless public hearings determine that a change would be for the best. Doerfling, Valdes. So ordered. 6. to receive and file the Towne Hall Committee report of meeting of February 14,.1973're General Plan. Valdes, Post. So ordered. to turn the request of the Towne Hall Committee/Goals Committee for $200.00 for an advertising campaign calling attention to their meetings ef over to the City Attorney for advisement. Valdes, Post. So ordered. Note: Councilman Post requested report re what Council had done re similar situations with regard to setting precedent. 8. (ABC, Four Aces, 204 PCH) receive and file. Valdes, Doerfling. So ordered. 9. ✓ to direct the staff to work with the Friends of the Arts with regard to proposed Children's Day in Hermosa Beach Festival on :weekend _of May 5, 1973, re appropriate location, facilities,:..pr-otection etc,_. and request a report and recommendation from the Park and Recreation Commission with regard to the proposed event. Loy - (resignation of Betty Ryan from Committee to Investigate Standards for Garbage and Trash Storage and Collection) to receive and file (and attempt to change her mind). Valdes, Wise. §5 -ordered. 11. Non -Agenda - Audience: (a) Mr. Grant Isgreen, 726 Prospect Avenue - requested info re paramedic service. Informed that after April this city may be able to work out mutual aid plan with Redondo Beach; also informed that South Bay Hospital now has cardiac facility and paramedics can be called from there. Resolution requesting County -wide program.suggested. (b) Mr. Isgreen also requested info re whether Police Department lacked manpower and was informed that exams had just been concluded and city intended to meet needs. (c) Mr. Grant Reynolds, 2108 Power Street, addressed the Council re problems faced by surfboard industry in this city due to "underground manufacture". Mayor and any interested Councilmen will meet with him and other surf- board manufacturers and come back to Council soon as possible. (d) Mr. Bernard Whitney, 3001 Strand, turned over to Council a letter dated March 5, 1973, requesting clarification of the duties of the Citizens Advisory Committee on Housing with a request that this matter- be placed on the March 20 agenda. 12. ,to accept the recommendation of the City Engineer and authorize preparation of final plans and specifications, estimate, and notice inviting bids for sidewalk construction Prospect Avenue between Aviation Boulevard and South City Limits Valdes, Doerfling.
