Mayor Doerfling invited interested Councilmen to volunteer for service as delegates on various civic boards and committees; Councilman Valdes indicated that he was ready to be replaced on SCAG, and there is one vacancy on South Bay Cities Association. 5. Councilman Valdes directed the City Attorney to draft a proposed ordinance to permit planned unit development on combined lots for ) consideration by the Council and .possible resolution of intention.. by Council initiating Planning Commission action 6. Non -Agenda Items - City Council: a. Councilman Bigo questioned steps taken re petition from businessmen in SW part of city re removal of parking meters adjacent to commercial establishments. CM said experimental changes are • being made and report and recommendation will be made to Council when results are in. •• b. Councilman Bigo asked that hazardous gaps in storm drain grates be considered - too wide and may catch bike wheels. Manhattan Beach has system to correct. Councilman Valdes announced that he intends to pursue the campaign expenditures for local office. avIW. Councilman Valdes expressed hope that trying to solve conforming building situation here will be a priority next year. a limit on the non - item in the f. Councilman valdes asked if city was diligently pursuing reports brought before us about possible illegal uses of structures, and CM outlined current procedure calling for notification to property owner, hearing before appropriate city body, and then court with sufficient evidence and strict adherence to evidence rule. Hearsay evidence not sufficient. Councilman Wise requested info re sked for Strand sidewalk improve- ment and beach restrooms. CM reported restrooms still awaiting Regional Commission approval. Plans for Strand being drawn up by CE, then will go to HIC for their approval, and then to Council for final approval and authorization to go to bid. Maintenance work on Strand to begin soon. EIR also now required for both projects. h. Next regular meeting of City Council changed from May 15 to Tuesday, May 22. (Three Councilmen will attend Mayors' and Councilmens' Seminar in Sacramento May 14-16, 1973) that the City Council rescind its action of April 3':; 1973, denying permit to build fence on public property and accept the recommenda- tion of the Park and Recreation Commission as set forth in their memorandum dated April 26, 1973.to permit the construction of a fence in the southwest corner of Clark Stadium Athletic Field by Mr. Tom Entrekin, owner of adjacent property. Mr. Ed Gangel - question re parking situation downtown commercial area. CM outlined validated parking system about to go into effect in Vehicle, Parking District Lot A, south of Pier Avenue - daytime and possibly nighttime to enhance business. Suggested that Mrs. Pat Gangel, "Expression" Dress Shop, talk to the Parking Place Commissioners about their views. c. Mrs. Pat Gangel wanted to know why it had taken Council four months and they still hadnot appointed third member to three- member parking Place Commission. d. Bob Monosajian (sp?) currently Glendale but about to become resident of Hermosa Beach questioned junky condition of city - owned lot adjacent to city hall parking area. e Mrs. Roberta Rich, 1235 - 7th Street, pointed out traffic problem on Prospect Avenue - pointed out that it washazardous turning out from 7th onto Prospect, and this is with stop signs atjboth 6th and 9th on Prospect. CM to request that CE look into possible methods to control all along Prospect. f. Mrs. Betty Ryan, 532 Pine Street - CE should look at traffic around SE area of Prospect Avenue at peak traffic time and reconsider possibility of one-way streets in that area. g Mr. Lloyd Payne, requesting look-see at stricter enforcement of traffic on PCH - using crosswalks becoming more and more hazardous for pedestrians. 12. to waive further reading. (Note: Research indicates the following - This city's vehicle parking district was formed under State Parking District Law of 1943. At present, after several statutory amendments, Sec. 31776 states "Commissioners shall be persons of business experience and ability, to the end that the affairs of the district shall be administered in the interests of the district." Sec. 31771 says "The Commission shall consist of three members". Parking District Laws of:l19519says :.1 `": Fibrae .members c each=ofd whom :shall be a resident and qualified elector of the city"and requires identical experience and abilitylsMajor problem encountered is that State Code calls for ordinance providing for appointment, removal, qualifications, terms of office and number of members, plus powers and duties of board (all spelled out in State Code) and this city has never adopted such an ordinance. Re question of member being businessman, State Code says: "A commissioner may be an owner or lessee of property, or an officer, employee, or agent of a corporation owning or leasing property, within the .district...or any other qualified person.")(Will provide memo to this effect for next meeting.)
