HomeMy WebLinkAbout06/18/73City Council - Budget'Work Session - Monday, June 18, 1973 - 7:30 p.m. dity Council Office Roll Call.- Present: Councilmen Post, Wise, Mayor Doerfling Absent: Councilman Bigo (Out of Town) Councilman Valdes (Entered meeting at 8:50 p.m.) On the motion of Mayor Doerfling, seconded by Councilman Post, this meeting was adjourned to a work session re preliminary 1973-74 budget, to be called back to order when work session adjourned. 7,:35 p.m. Special Funds -. 1000 - County Gas Tax/County Gas Tax Maintenance - Change proposed 1973-74 figure to $71,000 (Ardmore "carry -on"). General Govt. - 6.00-1 - Professional Services - Councilman Post pointed out that potential use could be human resources, free clinics, etc. Revenue Sharing - 2200 - City Treasurer informed Council this had been approved for five years but funded by Fed for only two - this city's share for 73-74 up to $88,000 from former $76,000. Prelimir1ary.lProposed Transfer of Funds Retirement - 1200 - SB 90 should provide that State fund increased retirement benefits mandated by self. If City decides to pay, property taxes can be increased for this purpose by vote of people. 1.00 - City Council - Hold for full council discussion of appropriation for conferences, membership, etc. at request of Councilman Wise. 2.00 - City Clerk - Deputy okayed -;$'30.0 salary leeway okayed - requested capital Outlay okayed. (City Treasurer noted that telephone cost and office supplies cost asy-well asfuel-and;3lubrication costs had been estimated higher throughout budget due to definite price rise which may increase throughout year) 3.10 - City Treasurer - Okay. 3.25 - Business Licensesand Purchasing - Account ClerkS= Secretary okayed. Conferences, Training and Membership okayed with under- standing that this is for various night meetings re purchasing, business license legislation, etc. and not big conference cost. Position of Business License Inspector/Parking Enforcement._Supe.okay. 3.50 - Finance - Absorbing EEA Account Clerk okayed t.woCapitalcolktlay okayed. "Middle Management"saalary range for bookkeeper okayed. 4.00 - City Attorney - Hold for personnel discussion of salary for legal clerk, at request of Councilman Wise.(Othefwise okayed.) 6'00 - Switchboard and General Appropriations - Hold for full Council discussion. 6.25 - Advertising - (held for scheduled 8:30 p.m. discussion with representatives of Chamber of Commerce re 6.25-1 - Professional Services) 6.50 - City Insurance - okayed. 6.75 - Employee Benefits - Mayor Doerfling requested a breakdown of itemized fringe benefits showing percentage of increase - if possible for regular meeting of City Council June 19th - might go 'into personnel session and this info would help. 7.10 - City Manager - Hold for City Manager to be present to discuss. (City Manager at Project Area Committeee:meeting in Council Chamber) Also wish to discuss salary for Assistant to City Manager. 7.25 - Personnel - okayed. 7.50 - Community Development - Hold over to ask City Manager about change from Planning Director to Community Development Director - personnel session. 7.75 - Environmental control & Piblic Relations - (including Animal Control) okayed. Understood that Environmental Control Officer shows no request because on EEA until approximately June, 1974. City Council - 6/18/73 -2- Mr. Ben Wasserman, President of the Board of Directors of Hermosa Beach Chamber of Commerce entered meeting at 8:45 p.m. 6.25-1 - Professional Services - Mr. Wasserman gave Council "monthly sheet" with 1973-74 breakdown of estimated revenue and expenditure (I think that's what it was - did not see a copy) - also�'had-copies of famous contract. '(Councilman Valdesentered meeting at 8:50 p.m.) Discussion re dues - it was agreed that estimate was high. Questions re income from arts and crafts festivals. Fairly unanimous agreement that contract not really needed and duties of Chamber for City could be, established with policy statement and good faith. Councilman Valdes suggested that Council consider possibility of Assessment District to finance projects - that way merchants riding on coattails of members would have to pay normal fee to support Chamber activities. Also Chambershould approach County Board of Supervisors re subsidy for Tourist Info Bureau. 1 Maggie stated Board had discussed both. It was suggested that Chamber sharpen' up its budget, redo revenue and expense to include arts and crafts festivals3andcother Chamber events plus closer dues estimate. Point was made that Chamber could continue to come to Council with request for special appropriations' for exceptional or unforeseen extra expense for activities beneficial to city - also requested that these requests be made as far in advance as possible, rather than at last minute. Maggie said quarterly C of C reports would be continued. Also list of special events planned for 1973-74 to be sent to Council when ready - take about three months to line up and program. An increase in 6.25-1 appropriation was agreed upon Mayor Doerfling pointed out that it was his intent that this amount be pared from other proposed expenditures in 6.25 so that total operating accounts would remain $32,520. Budget work session was adjourned and adjourned regular meeting of City Council called back to order by Mayor Doerfling at 9:30 p.m. CHAMBER OF COMMERCE - Action - to increase the 'annuals appropriationx, to the Chamber of Commerce to $16,800. Motion by Councilman,Wise - Second by Mayor Doerfling. Carried. Ayes, all'present. Noes, none. /Absent, Councilman Bigo. It was suggested that regular meeting of City Council on June 19 adjourn , to adjourned regular meeting on Tuesday, June 26 for next budget work ' session with Councilman Bigo present. (Only meeting this gets in way of - so far - is Civil Service). Adjournment - 9:35 p.m. - Doerfling, Post.
