District elections would, be workable in this city requested that
City Manager check with League of CA Cities re what other similar
cities have done and bring info back to Council. .(Note In our
general law city this would take an ordinance of the City Council
putting this question on the ballot for a vote of the people as to
whether they wanted it - among other things.)

Councilman Valdes questioned City Manager re funding for
drawing ar'ts and junior tennis instruction on summer recreation
program.

Councilman Valdes stated that.he had requested that the matter
of a towing contract be brought up - thought he would table it;
however, suggested that since City Manager had the power to run
the city as he saw fit within guidelines given by Council, he
should be sure that we have enough for adequate towing service
on 4th of July.
(c) Councilman Post noted that Council had received list of persons
proposed for Beach Committee - would try to get together with
Park and Recreation Commission since this group is to be an
arm of the Commission. Would ask that we be conscious of referring.
matters that have to do with the beach through Park and
Recreation Commission to Beach Committee for their info - matters
on Council agenda, that is. (Use' of Strand includedqhere, too.)
(d) Mayor Doerfling stated that he felt the summer recreation program
was inadequate for young children.
Mayor called a recess at 8:55 p.m. and the meeting was called back to
order at ;9:20 p.m.
Action - to recess to the regular meeting of the Hermosa Beach Redevelop-
•ment Agency, with.the regular meeting of the City Council.to be called

(a) to accept the recommendations of the.Fire Department and the
Police. Department regarding policy with regard to safety of
our citizens on the Fourth of July Holiday,, with the exception
of item 1. Wise, Doerfling. So ordered.
Note:, Closing the pier at a certain hour was discussed; Council-
man Wise felt that possibly the City could get the
cooperation of the Lifeguards for this purpose. (Would
suggest thought be given to Monday's State Supreme Court
decision making prohibiting assembly and ordering dispersal
require.a "clear and present danger" for this one)
(Item 1 above which was deleted at request of Mayor was to
ask all residents to park their vehicles on public streets
in legal manner to use up maximum amount of parkingspaces,
thus limiting number available for visitors, from Tuesday
night July 3 to Thursday morning July 5.)
Councilman Valdes returnedto the meeting during the above discussion
at .12:45 a.m. (Item 11 below had to wait for possibility of 4/5 vote
whi'ch is necessary to adopt emergency ordinance)
