Post (entered meeting at 7:38 p.m.) Approval of Minutes - Regular Meeting of July 2, 1974 - with correction page one, "Uptown Committee", not "Downtown Committee" requesting Mayor's Walk on PCH. Doerfling, Widman. So ordered. 1. to uphold the appeal opposing zone change from R-2 with C Potential v/ to C-3 and approval of Precise Plan No. 25 for off-street parking only for 821 Seventh Street and deny said change of land useeandd tc- a',1refer this matter back to the Planning Commission based upon the withdrawal of the original application by Mr. Joseph Alflen, applicant. Doerfling, Post. Carried. All, none, none. 2. to grant conceptual approval to the exchange of Lot 24, Block 13, Hermosa Beach Tract for Lot 23, Block 13, Hermosa Beach Tract with Mr. Jack 0. Wise, said Lot 23 to be improved as a public walkway �V landscaped and deeded to the City of Hermosa Beach and direct the City Pr.osecuLtor.oto act for the City Attorney and draw up the appropriate documents for final action. All, none, none. 3. to continue the public hearing regarding possible placement of a Park Bond issue on the November 5, 1974 General Election.Ballot to the next regular meeting to be held on August 13,.1974, at the request of the City Manager. So ordered. zs cf/7" 4. to refer the recommendation of the Planning Commission that this City enter into discussions with neighboring cities to consider the formation of an Area Housing Council to the staff. Post, Doerfling. So ordered. Note: Mayor Post said he would write a letter to Mayors and include copies of Commissioner Chiu's info material. (Marie: CM has this in his agenda - "Area Housing Councils" from. Lawyers for Housing) 5. Councilman Barks presented following proposals re 1974-75 Budget: Along,, with 10/ decrease and not hiring any more department heads if they retire, become ill or leave the City for any reason, he hopes. that next year the Council will get the budget at least a month or a month-and-a-half before June 30th and will have workshop sessions and public hearings; believes that in the interests of economy and efficiency a tax cut is in order; feels that we should try to hold the cost of government down; would like no new departments; when a department has overrun its 1/12 allocation would like Council to be notified; would like to see Council direct City Manager to make budget projections two and five years ahead so.we will be in a better, position to look at the budget and can use more facts than theories; also feels $3,000 limit for departments per year for . conferences and meetings is not justifiable; car for City Council not justifiable; felt that if any request over and above the budget is made the Council can consider, but allocations should be cut down' a bit. Felt City should joint City of Manhattan Beach opposing County tax rate. Council concurred with Mayor Post's suggestion that the City Manager reflect on these prgpose.lsnandnmake recommendations. 6. Non -Agenda - City Council: (a) Councilman Widman requested that the Planning Commission investigate,hrequarementnasogarheofothegzon.angaordinanceathat all C-2 and C-3 areas have to have a Planned Development and ' 1011444, Precise Plan; he also requested that the Planning Commission investigate requiring that R-3 areas become subject to Planned Development and Precise Plan. Council voiced no objection. Note: Do we want initiation of amendment by resolution (b) Council eiomaniTyson pointed out necessity to oppose Federal offshore drilling. Mayor Post will write letter to Department of the Interior citing voter's unanimous oppagktio-ta testilo ll iDr'- -l?lxing and requesting that no action be taken prior to Coastal Zone Commission's completion of Coastal Plan. (c) Councilman Barks said residents east of PCH wanted cable TV service and that there were those in audi'dnce who wished to be heard. They were asked to wait for non -agenda items from audience. (d) Councilman Barks stated that people felt they didn't get notification of proposed zone changes and Council concurred with his request that Newsletter tell them they should look at legal notices in back pages of Hermosa Beach Review,which is newspaper for official publication, and tell people where and how they can get a copy of the Review. (e) Councilman Barks requested that City Manager and City Attorney report to Council soon as possible re discussions with Dr. Andrew Joyce and School District and surplus school property. CM said he hoped to discuss with each Councilman individually before progressing with negotiations. (f) Councilman Barks asked that Environmental Control Officer go into Culper Court to discuss problems with residents who feel that they are not part of the community. (g) Mayor Post reminded those 'present of "Council Walk" on Saturday, July 20 to review PCH - Greenwood Park at 10 a.m. Mayor called (for brief recess (to cool off Council Chamber) at 9 p.m. and meeting was called back to order at 9:10 p.m. 7. Non -Agenda Items from Audience: (a) Bill Rush, 961 - 5th Street - represented group of residents desiring cable TV service east of PCH. City Attorney received indication from Council that he might achieve some kind of settlement with Storer with overhead wiring permitted, and stated that he would come back to Council on August 13 if possible. 14� (b) Herb Besant, 2207 Pacific Coast Highway - "All I want to say is that I am still working on the trash - and I'm gaining." introduced very young girl who helped by picking up trash in front of City Hall.before this meeting. (c) Dave Kieth, 321 Pier Avenue, Apt. 9 - Pointed out traffic hazard at intersections of Bard and Pier Avenue - requested that sight obstructions be cleared so motorists on Pier could see that vehicles were coming out of Bard. City Engineer to note and 'respond. •�-� Timothy Beck, 723 - 8th Place - turned in petition signed by 14 residents requesting closure of street intersection of Pacific Coast Highway and 8th Place. City Engineer to study and respond. Marvin May, 960 - 2nd Street - thanked Council for crosswalk by parkette and for one-way intersection at PCH which "some- what helped". Lady who did not give name or address stated: "As a citizen living at the base of First Place" she was tired of people coming down Prospect speeding down that hill. "I wish someone would take a look at this street -.and I am tired of telephone trucks coming down that street." (Has young children and has been told by neighbors that vehicle went through her front room and killed children in the past!) 8.1 Xtra: to deny the appeal from approval in concept of preliminary environmental impact report report on construction of a two story single-family dwelling at 722 - 8th Place. (Mrs. Butters will contribute to tree - bank ) Mr. Jim Conrad, resident of 8th Place, said they have a lot of red zone onssouth side eliminating parking and he would like to see the red zones taken out of there. Mayor requested that City Manager note this matter. City Council - 7/16/74 (Action below will be reworded when necessities figured out:) to approve a left turn bay on Aviation Boulevard east of Pacific Coast Highway and also to approve removal of berm and reactivation of left turn bay for southbound traffic on Pacific Coast Highway adjacent to 1101 Pacific CoastoHighway, subject to approval by the State Division of Highways, (have requested moreeexplicit description of location of left turn bays from Engineering Depaptment)bo NDSubjecty:to the'-completion.ofAsubsaantialolmprovements prior. to the implementation of the subject left turn bays'and the posting of a bond for the reasonable cost of:a:landscaped sidewalk and pedestrian piers for the north side of Greenwood Park, a sprinkler system for the landscaped areas,(cieaningno6 the --parking area,)and that no variance be permitted from the proposedcommercial development project as submitted to the Improvement Commission, the Board of .Zoning Adjustment and the Park and Recreation Commission for their approval.
