a City Council - Regular Meeting, Tuesday, July 17, 1973 - 7:30 p.m. Pledge of Allegiance - led by Councilman Post. Approval of Minutes - Regular meeting of July 3, 1973 and Adjourned Regular Meeting of July 10, 1973. Bigo, Post. So ordered. 1. to continue public hearing re appeal from conditional use permit granted for auto storage yard at 710 - 6th Street, Resolution P.C. 154- 891, to next regular meeting on August 7, 1973 and direct that an brV ✓ Environmental Impact Report be prepared for consideration, that.we look at the application to see if it is adequate or inadequate and also that we look at the zoning to determine whether this type of use can be utilized in this zone. Valdes, Post. Carried. All, none, none. 2a. to approve the recommendation of the Planning Commission as fort in Resolution P.C. 154-892 granting approval of of a Final Development Plan of C. Gotando and P. Higashi to construct two condominium dwelling units (townhouses) on Lot 9, Block 1, Hermosa Park Tract, commonly known as 523 Twenty -Fifth Street. Valdes, Wise. Carried. All, 0, 0. and 2b. to approve Tentative Tract Map No. 31684 in the City of Hermosa. Beach, ::forfcondominiumspurposes, being a subdivision of Lot A adjacent on ✓north of and Lot 9, Hermosa Park Tract, subject to conditions set forth in Planning Commission Resolution P.C. 154-8900: Wise, Valdes. Carried. All, none, none. City Council - Misc.: 3. a. Councilman Bigo questioned policy re licensing sound trucks and what seemed to be inconsistent application of requirementEfor permit from Business Permit,Review Board. City Attorney agreed to look into reasonableness of present requirements, and Councilman Valdes suggested that Council consider this matter be picked up for Council to make rational decision some time in the future after the issue that brought it up had cooled. b. Councilman Valdes read letter from Betty Evans, Civic Beautifi- cation Chairman, Hermosa Garden Club, requesting better maintenance of Native Area in Hermosa Valley Park, and asked that this be G' referrdd+ to Park Department for action. c. Councilman Valdes directed thatsuggested from owners of surf- board businesses in City re establishment of a surf museum with exhibits of surfboards, history of surfing, beach artifacts, etc. for reviewingoan&ad recommendation regarding such activity and if we would like this as an, image of the Cityeby Improvement Commission. - d. Councilman Valdes asked that City Manager sit down with City Prosecutor and review certain location to see if there are any police reports or citizen reports re bootlegging and whether we could proceed to court. e. Mayor Doerfling announced that the next Mayor's Walk would be held on Saturday, August 11, meeting at 10 a.m. at corner of 21st Street and Prospect Avenue for a walk -around in northeast part of town, and invited Councilmen, Commission members and all interested citizens to join. Councilmen Post, Valdes and Wise joined in congratulating Police Department and City staff on handling Fourth of July situations - requested "rehash" of all activities and results and suggestions for better or added methods for next 4th of July and other periods when crowd and traffic control are needed. Councilman Wise suggested that Police Department might work with Planning Department for liaison between P.D. and Planning Commission for suggestions re how to erect traffic barrers in a way that would not require so much personnel and would have the same effect. Councilman Valdes suggested that once the dust had settled 'Councilman1Wise.as representative of the Council meet with chief of Police, City Manager, Fire Chief and any interested citizens to plan ahead for next time. City Council - 7/17/73 -2- g• Councilman Valdes transmitted request of Mr. Gordon Gilmore for help with Critter's intersection - five accidents recently call for some steps to make this safer. Possibly better channelization - stop v/ sign on south side - erasing a few parking meter spaces. Directed that Ed Putz meet with Mr. Gilmore re finding a solution to this problem. City Attorney outlined history and stated that due to fact that other persons are operating local Palmistry question re whether permit from Council is required was being turned over to City Prosecutor John Barry for opinion which would be transmitted to Council at next regular meeting on August 7. Madam Mary permitted to continue to operate without renewed 1973-74 business license until Council resolves question at that time. tsi b b. Mr. John Power, speaiing for Chamber of Commerce, announced Miss Hermosa Beach Beauty Contest to be held at Pier Avenue School on Wednesday, July 25th between 5 and 7 p.m. - between performances of Circus at 2 and 8 p.m. Information re who is eligible and how to enter contest forthcoming from Chamber. GM c. Mrs. Nancy Wright, 1912 Hermosa Avenue - got ticket for parking in slurry seal area - saw no barricades or signs warning in advance. To meet with City Manager and file claim. Note: Mayor Doerfling quoted amount of interest earned in past year and pointed out that expenditures were 6% below budget.
