SUBJECT: Substandard Building Inspection Procedure
The following procedure has been developed and will hereafter be applied
related to the inspection of buildings for determination, of necessary •
corrections:
1. Continuing Programs
a) The existing vigilant inspection of vacant structures which inay
become known to you through various means Should continue.
We should make every effort to locate and investigate these
buildings, in cooperation with other city departments.
b) Close cooperation should be effected with the Police Depart-
ment and Fire Department to conduct immediate inspections
of buildings in which an incident has occurred. Procedures
should be established for the Budding Department to obtain
early information of any such -structures, in order to make an
immediate inspection in the company of a Police Officer or a
fire prevention expert.
c) We should continue to make reasonable Inspections of build-
ings about which we receive responsible complaints or ques-
tions from members of the public and other members of the
city family.
2. Systematic Inspection Procedure.
a) Precise geographic subareas shall be designated by the City
Manage, after consultation with department officials, based
upon the generally known facts involving police problems,
fire and litter conditions, and age and structural condition
generally.
b) Within each designated area, a systematic inspection will
then be made of all structures which meet the following criteria:
1. All structures over forty years of age.
2. Structures under forty years oa age which are in an equally
deteriorated condition.
3. Other structures which have presented specific problems
to various city departments.

0 Inspection under the above criteria within each subarea shall
be made without regard to the status of occupancy within any
given structure (i. e., - no distinction shall be made between
owner occupied and tenant occupied buildings); adequate limita-
tions and relief for aggrieved owner occupants are available
through the route wf City Council appeal, t; des ired o following
notice of correction.
d) Subareas will be located randomly throughout the city to avoid
the implication of any large-scale concerted program in any
given particular section.

. Auctioneer employed by City, under mandate of Court. (jack Feldman
recommended, Fee is fixed expenses - advertising, cataloguing,
moving --of about $1,000 plus 10% of proceeds.)
City will :supply labor for building cleanliness preparation, moving,
security, debris removal; all expenses to be applied against net pro-
ceeds prior to deposit with Court.
. City will also sell mechanical equipment and fixed assets in same sale,
proceeds to be courted separately. Other content owners (Elsters - kit-
chen equipment) may also participate.
▪ Advertising via newspaper, trade media, flyers. Auction on weekday.
